The House Education Committee met today to chart its course of study -- Representative Kim Shaw had apparently been charged with doing some of the initial organizational work.   The upshot was a binder full of information about home education (which will be on file in the Education Committee office) and  the appointment of a set of five subcommittees, each charged with examining a portion of the home education law, except that the fifth subcommittee will be developing a survey to distribute to superintendents.

Meanwhile the House Education Committee researcher, Ann Fitzgerald, has been directed to collect information about recent home education legislation from around the country, and to prepare a presentation of example high, medium, and low regulation state laws.

We most certainly need volunteers to attend the meetings of each committee and report on what's happening. Dates have not been set for any meetings. As these are announced somebody will post them here.  Please note that even though this is called a study on only HB 368 (the lesser bill of the two which were sponsored by Rep. Day), it is empowered to study ALL homeschooling issues, including those in HB367.  Before the Democrats on the House Ed committee agreed to kill HB367, a compromise was reached to allow HB368 to be retained for study and address all the issues of HB367 as well.

These are the committees as stated today. Deanna put a ** by names of representatives who were strongly against HB367/368 and a * by representatives who were merely against HB367/368. She did this from memory, so take them with a grain of salt and correct any you think need correcting (her words, not mine!)

Definitions: RSA193-A:1-4: Rachel Burke, Judy Day, Paul Ingbretson**

Notification: RSA 193-A:5: Charlie Yeaton, Claire Clarke, Emma Rous, Joe Fleck**, Ralph Boehm**

Evaluation and Records: RSA 193-A:6, I-II, a-d: Phil Harvey, Barbara Shaw**, Jim O'Neil*, Pam Price**, Karen Hutchinson**

Probation/Appeals: RSA 193-A:6, III; A:7-8 (9-10): Judith Reever*, Scott Merrick**, Kim Shaw*, Rick Ladd*, John Laurent**

Survey to Superintendents: Jim O'Neil*, Kim Shaw*, Emma Rous, Nancy Stiles**, Brian Ward**

The last committee, Survey to Superintendents, is charged with collecting information from superintendents to help better establish/analyze what problems exist and the extent to which they do.

Deanna Clarkson has decided that she'd like to attend meetings with the Survey committee. The data they collect, how it is collected, and whether it is anecdotal or statistical will be important to all future decisions regarding homeschooling legislation.

It would be VERY VERY VERY helpful if some people could volunteer to watch children while others go to Concord. If you would like to volunteer to either attend subcommittee meetings or watch children, please post here or email me at deannaclarkson@hotmail.com
