In cooperation with HSLDA, CHENH, Rep David Bates (R-Windham) has introduced 2010-H-2559-R "relative to the procedure for initiating a home education program." Which greatly simplifies RSA 193:A to require notification only. The final bill text is not yet posted, but draft language is based directly on other notification state statutes such as Arizona. This bill makes it clear that parents are in compliance with NH law when they notify, providing the participating agency with the child’s name, age, address and information identifying the current legal guardian. There is no other requirement beyond a list of subjects to be taught.
Passage of the bill would result a substantial reduction in regulation without affecting the compulsory attendance law for all students. Meanwhile, by putting it forward, it also provides a positive, offensive legislative initiative to stake out our position while we continue to play defense against HB368, which is certain to call for increased regulation of home education.
